Do stimulus dollars really go to foreign wind suppliers?

Regular viewers of ABC TV's World News Tonight program recently saw a program claiming that money from the 2009 stimulus bill to help support the renewable energy industry mainly goes to overseas firms, despite Congressional criticism and calls for change. In fact, figure might be as high as 80%, according to a new analysis of the program by the Investigative Reporting Workshop. You can see their analysis here:

But not so fast, says the American Wind Energy Association. AWEA claims the analysis is mistaken. For one thing, it says 100% of Recovery Act money goes to wind projects built in the U.S. Money from the Recovery Act is provided as a tax credit for investment in American wind projects built in the U.S. Over 50% of turbine value, such as towers, blades, nacelle assembly, and some internal components are made in the U.S., says AWEA.
